Our Company History

In 1978 there was a concerned citizen named Willard Hicks wanting affordable housing for the Rialto Area senior population.
By 1984, he had met two other concerned citizens, Jack Donegal and Tom Spalton, who also were interested in the same challenge.
Ramrod Senior Park, Inc, was first formed as a Mutual Benefit Corporation, and that corporation ran into many organizational disputes.
The second corporation was organized as a public benefit corporation, and it seemed to be more agreeable with everyone concerned.
The city of Rialto fronted the loan and sold the project to Ramrod Senior Housing, Inc.

Ramrod Senior Housing at a Glance

From within a gated community, hidden on a lovely, quiet street, at night you can view the vast expanse of San Bernardino city lights or during the daylight hours witness the panoramic view of the San Bernardino mountains, merging high above the city. Winter brings snow-kissed mountain views of puffy white clouds and beautiful snow caps. This is not just another mobile home park, it is definitely unique, especially the way it came into existence and the way it is operated. There has never been a park quite like it since, anywhere in the country. For the past 34 plus years new residents enter the park at a given rent and that does not increase as other parks. All of this came about because of the vision of Willard Hicks, Tom Spalton and Jack Donegan, along with help from then-councilwoman Lynn Hirtz.
